The scheme was the first implementation of such size and complexity worldwide. It involved over 450 person-years of development activity, linking technology from 30 suppliers in a completely new way.
Cameras with ANPR (Automatic Number Plate Reader) modules send vehicle IDs to the database, where they are matched to data on payments. Where there is no match, we identify registered drivers through the DVLA the following morning so that we can issue penalty charges.
Within the zone congestion has been reduced by 30% and traffic volumes by 15%. The scheme is also raising £80m for investment in London’s transport infrastructure.
Following the success of the original scheme, in 2007 we were appointed to launch and administer the Western Extension zone. We also have 100 people working on the Lower Emissions Zone planned for 2008.
